    This doesn’t sound like ‘bosses’ banned it so much as council employees not being allowed to accept gifts over a certain value

    The headline makes it sound much worse. Sounds like a creative workaround for employees not being able to receive gifts or something. The “competition” was clearly made for that exact person to win it.
