    I think what he’s saying is that in order to approve 1 new regulation, 10 others have to go.

    So they’ll either freeze new regulations, or eliminate a bunch, the right considers that win/win.

      Sure. But you can break rules and regulations up into as many finite pieces as you want. You can also combine them.

      Like, why does the first amendment have FIVE whole rights? That could be five amendments.
