They also emphasize the point that use of these symbols is not enough to identify a person or organization as a violent extremist and that they’re not even interested in people who just say stuff about anarchy.
It’s the same as saying “right-wing American terrorist groups often fly the Confederate flag, but the flag alone is not enough to identify a terrorist as some people use the flag to symbolize the American South East.”
