The average adult at a good pace can walk 1 mile in 15 minutes. Do they really think every single square mile will be a locked off box patrolled by cops in guard towers. They think it’ll be like the movie Equilibrium where they only jobs are sad factory worker and cops. And the ratio of cop to civilian is 1000 to 1.

If you close off the blocks, either people living in the centre have everything in a 15 min radius and people on the edges need to plan 30 min for some ways or the people in the centre have everything in a 7.5 min radius while the edge dwellers can reach everything in a comfortable 15 min walk.
