    He’s talking about cutting funding for the WHO and repealing Biden’s climate initiatives. He can do those without support from Congress.

    As for your concern, there’s already an idea for that:

    ”Presidents had the ability to impound funds for 200 years until a bad law got passed that we think is unconstitutional under President Nixon,” Vought said on Trump adviser Stephen K. Bannon’s podcast last year. “We want to go back in a different direction.”

    If he does win in November, Trump’s ability to impound government funds could depend on who controls Congress, which also will be decided by this fall’s elections.

    If he wins in November, it will likely be due to a high number of Democrats abstaining. The down-ballot effects of those abstentions could certainly give Republicans control of the Senate through the 33 seats up for grabs this fall.
