I don’t see any links to the referenced study and it looks like they are comparing current parts of England to current parts of Germany that were once part of the Soviet East Berlin as opposed to comparing current day England to occupied Germany.
And in 2020, German areas also had twice as many railway stations per 100,000 people as matching English areas.
Yes, I’ve read now the original article and they totally misrepresented it. I’m going to stick a clarification

What a misleading title! England slightly behind Germany.
England slightly behind worst regions of Germany would be more apt but yeah the title is severely misleading.
When you know the current status of such services in Germany, this isn’t reassuring in the slightest!
That’s… Something else.
To be fair East Berlin was among the best places under Communism, due to being the capital, the GDR being rich compared to other Soviet satellites and the competition with West Berlin.
So, good for them (England), I guess?
Cold war era East Berlin wasn’t particularly bad when it came to public services to be fair.
Yeah, all you needed to do to get three hots and a cot is say you don’t like the government, and these guys just show up and give you a ride.
It’s entirely possible to condemn an oppressive regime without pretending their trains were bad too.
Yeah, I know. I was making a joke. I loves me some trains. I was watching White Christmas last night and trains feature heavily and it looks like such a civilized mode of travel.
