    I mean this is technically true, Cuba did their first srs in 1988 and this was covered by state health. And by 2008 it became more accessible and the first place in Latin America to explicitly cover it on a health plan. And in fact it was one of the last laws passed under Fidel. So he recognized that there needed to be an improvement, passed it, recanted past queerphobic decisions, and promptly resigned.
