Got Stellaris recently and it was awful for this reason. Everything felt totally bare and like there was some other mechanic somewhere that made everything work. Also got back to EUIV after playing it a lot at release and hated a lot of the systems and wouldnt you know it everything worked great after I got the DLC pass thing.
It’s annoying how many Paradox (and other) games are stuck behind the effective DRM that is Steam workshop. No mods without paying insane prices. You can still mish-mash pirated DLC and a bought base game, but it’s a real pain.
Edit: sky mods hosts mods for many games not just city skylines, and you can ask them to upload mods for steam, and they do it in about a day. I did this for a homeworld remastered mod once.

Confirmed, I pirated cities with all DLC and was able to use most mods fine, though more tedious to install than with the steam workshop.
I think they have a dlc pass subscription for some of their games to try and on-ramp new players. Still fucking sucks, though.
