I googled the Wilson Center but I couldn’t learn much. But it’s clearly a very clearly a garbage pro-US think tank and the article was written by its CEO - Mark A. Green.
That said, the assessment seems sound to me. It’s the first admission I’ve seen in the west that Russia and China really do have a deep strategic partnership.

I mean it’s pretty obvious who wrote it. There’s no conspiracy here. The very fact that it was effectively written by the state department is precisely what makes it interesting. Up to now, the US kept running the narrative the that Russia and China have some hidden rivalries and that they’re never going to actually have a solid partnership because of that. This is the first direct admission that it is in fact happening. And that is useful for understanding how the US will behave towards China going forward.

these kinds of think tank articles represent the dissemination of imperialist thought. that is worth understanding if not following
